I don't know what you mean by "good," but Nitobe Inazō urged the Japanese Empire to quickly model themselves after Western economic powers by industrializing rapidly and then conquering and "modernizing" Koreans and whatnot. They're written very skillfully, and I find his writings / speeches interesting to read.
