Is this a good depiction of Nessus?

Does anyone know the passage where Severian is talking to the Autarch and it goes something along the lines of the autarcg says
>what do the people of urth need? Justice, order, peace? Or is it warmth, full fields, and a new sun?
I've tried finding it but I can't
I think it's the time it's revealed that the Autarch is a servant of the conciliatior. I think it's when they're talking, but it migjt also be when Sev is talking to his master at the end of the book, and he might be saying it

Cast the inevitable globohomo amazon tv adaption
It's going to happen and it's going to be awful
But can we all agree that an animated show or anime would be kino and the only way to properly adapt this book into a different medium?
