My plan for France to become more of a Mediterranean nation would be to have a few institutions set up. One would be to have French-Italian adoptions so the Italian child can take a French surname and be raised French. Two would be to have second born sons and daughters migrate themselves as long as they take a French surname. If France Balkanized then it would be even easier to assimilate to the new respective regions. It would be a longer process but would emulate Caesars invasion of Gaul.
