Common core was dreamed up by three guys and a dog and then pushed by Bill Gates and Obama as a magic bullet with no evidence what so ever that it would make any difference so its not a surprise it has done piss all.
All evidence shows that while education is good you get rapid diminishing returns above a black board and literate teacher who can hand out worksheets, and there's not much you can do to alter the natural intelligence of a child.
America actually does very well a race by race basis in PISA.

Note also extremely wealthy Norway (oil) and Luxembourg (tax haven) don't distinguish themselves in PISA results either.
