The reason as to why Rome could even create it's huge empire was because the greeks and Alexander had already established a cultural framework, judicial system, language as well as infra structure that worked in the entirety of the Mediterranean. You could literally take this map and that of Alexander and use it as an overlay for the Roman empire. Rome maybe built the roads, but Athens had already established the naval routes.

That is why Rome chose to model it's religion on Greek. That is why they ordered the aeneid. That is why koine Greek was equal to Latin.
