Winnipeg. I grew up in Montreal, live now in Winnipeg. For comparison I've spent a fair amount of time in every province. Winnipeg isn't by any means a great city, but it's like living in a Twin Peaks episode. The most tolerable francophone author in Canada is actually from St Boniface (Gabrielle Roy) Hell, Marshall McLuhan and Neil Young are from Winnipeg. It even has an interesting, semi-mythic origin story https://en.wikipedia.org/wiki/Red_River_Rebellion . And because it has been economically depressed it hasn't been as substantially gutted and redeveloped as most Canadian cities.
