I know, but if you think about it that flag was used before and after Third Reich, it's not really a nazi flag. In fact, the official national flag during 3R was the famous swastika one, except for the 1933-35 period when they used the old Imperial flag instead (pic). The one you see on the coat is in fact the Weimar Republic flag, later used by West Germany (DDR used the same flag untile 1959, when they put a symbol in the middle)

Aside from that, you have to consider that since it was a military surplus item, it was cheap: it wasn't a fashion statement (at first), it was simply cheap and warm, and so lower class (almost always left leaning) youth often wore them.
