The bible tells us to judge rightly and justly and gently, not by mere appearances and not hypocritically and not carelessly or vainly. There's no injunction against "judging" itself, we have to judge right and wrong and help others correct their mistakes and help them improve. Also Court Judges and so forth have to make judgements else crimes would have no consequences. Here are some verses telling us to judge rightly:

Do not judge by appearances, but judge with right judgment.” John 7:24

Open your mouth, judge righteously, defend the rights of the poor and needy. Proverbs 31:9

“You shall do no injustice in court. You shall not be partial to the poor or defer to the great, but in righteousness shall you judge your neighbor. " Leviticus 19:15

And the Lord's servant must not be quarrelsome but kind to everyone, able to teach, patiently enduring evil, correcting [i.e judging] his opponents with gentleness. 2 Timothy 2:24


When one of you has a grievance against another, does he dare go to law before the unrighteous instead of the saints? Or do you not know that the saints will judge the world? And if the world is to be judged by you, are you incompetent to try trivial cases? Do you not know that we are to judge angels? How much more, then, matters pertaining to this life! So if you have such cases, why do you lay them before those who have no standing in the church? I say this to your shame. Can it be that there is no one among you wise enough to settle a dispute between the brothers, ... 1 Corinthians 6:1-6
