It's a poem by Mansei from the Manyoshu, translated in Donald Keene's Seeds in the Heart: Japanese Literature from Earliest Times to the Late Sixteenth Century

Another one by one of my favourite poets Ono no Komachi, immortalised in the Hyakunin Isshu:

the colors of the
blossoms have faded and passed,
as, heedlessly, I
squandered my days in pensive
gazing, and the long rains fell...
