I try to write in the least apropriate places possible, that means a good deal of surrounding sounds but not a damn cacophony that prevents me from lining up two ideas. I noticed the best results occur when I simply shouldn't be writing, like at work or when my sick grandmother requires her medication ASAP.
I listen to music if I don't have access to this kind of setup; mostly noise or at least something that doesn't have lyrics or, if they do, I shouldn't understand the words. Music in foreign languages usually does it but sometimes hearing a guy scream can do it also, depends on what I'm writing.

Take the risk of thinking for yourself. Much more truth, beauty and happiness will come to you this way. -The Hitch
