Not necessarily. I think one of cyberpunk's core focuses is a looming and pervasive sense of alienation brought on by the circumstances of the day, and currently, most of those circumstances and the resulting alienation are either a near-direct or completely direct result of economic, mostly capitalist, forces at work. But I don't think that means a cyberpunk story has to absolutely take place in, or event comment on, a capitalist society. As long as there is some theme of alienation at a juncture of technology and the human, which is usually taken to form some specific question about what we perceive as real and how valid that perception really is, it's still cyberpunk in essence.
