Popper appeals to an idea we mostly understand intuitively about justice, namely

>There are shitheads who, if not stopped, want to shoot people in the face, rape, and steal stuff.
>We can't have those people running around and have a society worth a shit, because we shouldn't have to worry about all that, so we should do SOMETHING about that.
which in practice usually demands imprisoning them, banishment, war, or killing them, because we're not aware of any way we can consistently and conveniently reform and reintegrate shitheads back into society when they've done something wrong.

So saying
>we mustn't tolerate intolerance
Is just a dressed-up polite society real answer to
>Jails, banishment, wars and killing people are all ALSO horrible -- how can you justify them?
Which if you remove the dressing of the answer, is
>The shitheads are worse, we're coming out ahead.

So ultimately it's feels versus feels. How much you you care about the shitheads depends a lot on
>Are you a shithead?
>How bad was the shithead, really?
>How bad is the punishment for a shithead, on average?
>ARE they worse?

And ultimately either you're gonna lean with Popper and say
>Meh, fuck 'em
Or you're going to think he's an asshole throwing a bunch of people you probably like under the bus.
