Yes they are. The scope of the threat remains the same, the answer to the threat changes.
As I said instead of isolated incidents involving hysteric young man given to flights of fancy we are talking about organized, coordinated response.
Stross did it well (rolling it all with the Cold War), Powers did it well, there are some other authors like Brian Lumley who tried to do it.
It's just modernizing the Mythos.
