Being a poet more than a scholar, Graves believes in, at least the strong possibility, of a matriarchal pre-Hellenic Greece/Anatolia. Agrarian cultures do tend to worship female deities quite a lot, so his imagination runs away with him on the topic.
It is interesting stuff to read (his notes in Greek Myths, and The White Goddess) even if you can just sniff at it as all a bunch of nonsense. The church has been running its nonsense, why can’t a poet novelist?
