How does one ground an analytic of theoretical knowledge in an analytic of practical knowledge?

How was Kant smart enough to realize that Leibnizian-Wolffian metaphysics was arbitrarily legislating for things in themselves based on its dialectic, but too retarded to realize that the restricting that dialectic to the "pure" concepts is no less arbitrary, because they are historically contingent and discursively constructed? Kant KNEW Herder. Kant literally could have been Kant and Heidegger all rolled into one, and we'd be exploring other galaxies right now.
