Yes i've read it. It was okay. The broad idea is quite interesting, but actually reading it is a chore. The man loves to talk on and on about the Roman jurisconsults and goes on long tangents which relate little to the original thesis, like whether the twelve tables were imported from Greece or not. Then half the book is dedicated to the origins/development of the Latin language, which I skipped. I wouldn't buy the book, but if you're interested in the philosophy of history then maybe pirate it and read the first half. actually, the writer he reminded me most of was Weber; the three stages of historical developments relate to developments of a kind of "epistemic-legitmacy" which match Weber's idea of three forms of legitimate authority to a remarkable degree. but I haven't seen anyone suggest an influence between the two.
