LMMB's Vorkosigan saga is probably the best modern space opera series out there. Long but it's not heavy reading, I'd suggest omnibus order, Shards of Honor takes a little time to get good though so don't give up.

There are a couple wars, but they're mostly background details. Eg, the main character ends up the admiral of a mercenary fleet for a while, but when they show up it's more stuff like the payroll getting stolen while they're hiding in a backwater system or "my clone brother has stolen part of the fleet!"

Okay so I'm about two thirds to three quarters of the way through the Vorkosigan series and I think this is easily some of the best space opera written by a contemporary author. Bujold does a great job of balancing things between serious and lighthearted, and making everything feel like a real, lived in universe without the modern trend of beating the reader over the head with a CIA World Factbook and calling it "world building."
