I couldn't tell you because it's difficult to answer and it's always different depending on who you ask. It could be measured trough a lot of parameters as social relevance, artistic relevance, impact and relevance in modern social discourses etc. but these are all shifting things that not hold their meaning trough History's continuos discourse. The values that our Zeitgeist holds in it's from line will change as the previous values did and so on so it's very hard to boil it down to a simple statement.

How so? Because the nature of what you think of as an elitist is not compatible with what you hold Dylan's music or message to be?
When I say elitists I mean people who cynically disapprove of the work of others and the people who enjoy it because it doesn't meet the standards of what the cynic thinks is 'good'. It differs from criticism in the way you don't have room for constructive discussion between parties. This is common behaviour to everyone to an extent regardless of being a fan of X or Y
