They have repeatedly overstepped their boundaries throughout history, and that is the point at which they are removed from power. When their authority becomes explicit. The success of literature of certain language comes from its rank internationaly, and the international rank of a language is determined by political significance of a country in which a language is spoken.
So, we can't really say that english literature is the best only because it is most widely known. Despite having immense number of good authors.
Exempli gratia Daniel Defoe, William Shakespeare, Aldous Huxley and so on.
