This is a factual question when phrased in these terms then, of
>Are crime rate differences primarily caused by criminal justice system bias, or IQ?

And everything I found immeasurably supports bias.

One report at https://www.sentencingproject.org/wp-content/uploads/2015/11/Black-Lives-Matter.pdf proves overwhelming to me, with the following stats which they include sources for:

>If you're black, you're 3.5 times as likely to be stopped by police
>You're about twice as likely to be searched by police, despite being about half as likely to actually have contraband compared to white people
>You're arrested at twice the rate during traffic stops
>You're three times as likely to be imprisoned at some point in your life if you're a black man versus all other races
>Almost four times as many black people get arrested for weed despite only using 30% more marijuana
And this is just from skimming. It seems clear from things like the weed stat and search stat that it's not about
>who gets caught more,
it's
>who is the system working hardest to catch?

In short, in the report's words,
>these studies concluded that between 61% and 80% of black overrepresentation in prison is explained by higher rates of arrest
And the remainder is explained by racial bias.
