Well, Borges - who I think preferred rhyme and meter and wrote both metrical and free verse - said that chopping the line, ennobles the text.

We allow - and to a certain degree perhaps expect - a higher level of intensity in poetry.
So it might not be different from prose, but we read it differently and thus makes it different.

Borges also said that - contrary to popular belief - it is much harder writing free verse.
