Much like this anon explains, socialism and communism are increasingly meaningless words. Classical definition of socialism is of course "workers' control of the means of production" but nowadays mere "friendly capitalism" is called socialism too.
Likewise communism originally refers to a classless, stateless society but nowadays refers to any ideology or movement that wants to create communism. In this sense the soviet union was communist because it was their hypothetical long-term goal.
