Scruton's book on the aestehtics of architecture may be intelligent, though I haven't read it. I havve found the following piece insightful (https://www.currentaffairs.org/2017/10/why-you-hate-contemporary-architecture)), especially regarding Eisenman, whose succes at making genocide memorials stems from the same root as his misanthropy in making everything else, namely a profoundly sick soul, which seems to be the affliction of most internationally succesful architects. At least the most plausible explanation.

I think they've started doing studies in Norway that prove in a very robust medical sense that this sort of architecture is damaging to humans. It causes stress and despair. Of course, when you read the piece linked above, you'll realize that for the Eisenmen of the world, this is the point. Because the world is in their minds disfigured and ugly, so must architecture be. Pure malevolence.

It looks like the heart of the city. Not in a purely metaphorical way, articulating that it is the centerpiece or most treasured building of the city, but in a very visceral sense, it looks like an organ that has been cut out, all the valves and arteries severed at the top, and left to rot blue under the open sky. In that manner, it is quite clever as a modernist piece of architecture - ripping out the heart of the city and leaving it to rot is a synechdoche of what modernist architecture is at the most fundamental level, and these narcissist hacks love nothing more than self-reference, believing it to be oh-so-clever - and they are right, in a certain sense. Hideous is often clever, making it that much more hideous.
