For larger groups he thinks there needs to be some form of external incentive (most typically coercion) to guarantee individual contributions.

I agree wholeheartedly. A strong civil society is key to making sure as many latent interests are represented is a mass democracy. Relying solely on the goodwill of your representative won't safeguard your interests. Reminds me of Tocqueville's discussion of civil associations in America.
