Either manipulation works, or there is a choice whether to be manipulated/corrupted or not. It can't be both at the same time. Either there are people that manipulate and corrupt, and in that case we are not to blame for our corruption, and so we didn't actually sin, because we didn't choose. Or we did choose to be manipulated, in which case it's not manipulation, because we chose it of our own volition.

If a person has options, and they chose due to being manipulated to choose that way, then it was not a choice made of one's own volition and then it was not a sin. And they didn't actually have options. If it was a choice made of one's own volition then it was not a choice made due to manipulation.

"Spreading corruption" is mentioned 53 times in the Quran. If someone spreads corruption, then the people being corrupted didn't choose to be corrupted. If they chose to be corrupted then it wasn't someone spreading corruption, it was the person themselves choosing to be corrupt, it wasn't someone manipulating. If someone can simply choose not to be manipulated, then it's not manipulation. If someone tries to corrupt and it's not working, then they didn't corrupt, they just made a failed attempt at corrupting. If someone tries to spread corruption and people are choosing not to fall for it, then they aren't spreading corruption, they're making a failed attempt at spreading corruption.
