Do tools effect the work?

Will a piece written on a typewriter be any different (thematically, grammatically, etc.) from a piece written on a laptop? Will the pen 'n paper writer create different stories from the writer who simply dictates to an autowrite?

I'm not asking if different writers write different works (of course they do), only if the tools with which a writer uses has any effect on the actual literary values of the works they create.

So last November I attempted to write a politically focused crime novel. What I ended up with felt... weird. Not great. It did what I wanted it to do, but it was too short and I could tell it would never be picked up by anyone, so it never got past a first draft.

Last month I started wanting to write another book. This time I had a basic idea - cop, other cop, child killer, mystery - and I've written out everything that happens in it, and it's readable. It's definitely readable. It'd definitely be picked up by one of those standard crime publishers who fucking loves to publish basic crime shit.

But there's nothing to it. At most I could say it has some criticism about genre tropes because it starts with the cop wanting something more exciting to come along and ends with him thinking he'd rather be a traffic cop than put up with that shit all the time. The only "depth" it has is the characters, who aren't commentary on anything, they just... exist.

So here's my dilemma. Do I put that story aside and try writing something with substance, knowing that I'll be able to say I at least did something I could be proud of even if it's not a success... or do I get the crime story finished and published, knowing it's a title that would never get the respect of critics but would still earn me money?

Has anyone else been in a situation like this?
