A 15-year-old Melbourne student is suing the Victorian Education Department and the State Government for failing to teach him literacy and numeracy.

Lawyers for Year 10 student Stefan Benic have told the Federal Court their client's future is "questionable" and "seriously disadvantaged" after he "missed out on the requirements of an education" at Maribyrnong Secondary College.

The court has heard Stefan had the literacy of a six-year-old when he was accepted into Year 7 at the Maribyrnong Secondary College in 2008.

The court heard although the boy suffers from a severe language disorder, attention deficit hyperactivity disorder, anxiety and a general learning disorder, his intelligence is too high for him to attend a special needs school.

His lawyers have told the court the State Government promises a "world class" education for individual students, but Stefan has been left severely bullied, illiterate and innumerate.

He is also suing the Government for future loss of earnings.
