>The Barnes and Nobles edition and the Penguin classics editions apparantly have intros on each story buy Joshi. Are they helpful or annoying and spoiling?
The Penguin introductions are full of spoilers. Most of the B&N introductions just give background info on the story, but some of them contain spoilers. I advise picking up the B&N book and only reading the parts of the introductions where Joshi specifies when the story was written and what publication it was first published in. Fully read the introduction after you've finished the story.

By the way, I recommend reading Lovecraft in chronological order. It's fun seeing him grow as an author. If you would rather start with some of his best stories then I recommend: The Call of Cthulhu, The Shadow Over Innsmouth, The Rats in the Walls, The Music of Erich Zann, The Colour Out of Space.

My top 5 favorites of his, in no order: The Call of Cthulhu, The Shadow Over Innsmouth, The Whisperer in Darkness, The Music of Erich Zann, and The Rats in the Walls. My favorite underrated story of his is The Festival. I own this baby.

For obscure Lovecraft I would go with The Mound, The Horror in the Museum, Out of the Aeons, and The Curse of Yig. All criminally overlooked works of his.

There are three Penguin Classics collections. I'm surprised you haven't ever run into them. There's also this Barnes and Noble collection. The 2008 edition of it was full of typos but they fixed that in 2011 and all printings of it since then have been proper.

If you want series of stories that make place in a big interconnected universe then read Lovecraft and all of his friends who contributed to the Cthulhu mythos.

Just buy this and read it cover to cover. He only wrote five novellas and a few dozen short stories. Well, he also wrote a ton of poetry, letters, and essays, but I'm guessing you aren't interested in that stuff.

As far as I know, the only affordable complete edition of Lovecraft's works (without ultra-gaudy artwork) is the second edition Barnes and Noble hardcover. Avoid the first edition because it's full of typos and other errors.

The Centipede Press 'Masters of the Weird Tale' is the GOAT Lovecraft volume but it's out of print and worth a few hundred dollarydoos.
