Truly great men can overcome all those things. It takes a blend of aptitude, intelligence, and charisma.

Also: chaos helps. When things are orderly, when the great system that runs everything is running smoothly and manned by intelligent people, then heroes can't get anything done. But when the system starts to break down, and starts to be manned by people who are stupid and bad at their jobs, then things become unstable, and the opportunity for heroism to have an effect emerges. I hate GRRM but that line of Littlefinger's is true: "Chaos is a ladder."

Pic very much related. Do you think Napoleon would have achieved all he achieved if he'd lived a century earlier, during the reign of Louis XIV? Of course not, because the Sun King's France was a well-oiled machine. Napoleon would have probably been drummed out of the army for insubordination in Louis XIV's France. That, or just died without ever making a name for himself. Heroes need their skills, yes, but they also need the times to be right. Great men need appropriate circumstances in which to fully exercise their greatness.

Academics will always be anemic and bloodless. You'll notice that Napoleon was a soldier, not an academic. The Jacobins were all a bunch of academics, and look where that got them? Academics never get anything meaningful done.
