I don't know if it's a recent thing, a lot of older novels have the same format of lore-dump, romance set-up, political maneuvering, meeting Lord Hardman of the Hardlands, a feast, an assassin, more intrigue, then, finally, something happens, a minor villain is thwarted and the book ends with a glimpse at the beginning of the next book in the series. If anything that's the issue, so many books are written to be part of a series, it's practically obligatory to the genre. I got the same thing from the Princes of Sandastre novel I finished recently. I enjoyed reading it and it certainly wasn't fishing for an adaptation back in 1990 but it fits what you've posted to a T.
