There are no chosen (by some hand) but (naturally) selected people, all feedback loops that don't select against risks have been eradicated in his utopia (ie. state subsidy, its time to sink or swim to get rid of the harmful mutation baggage in society)

Hardly anything racial. He doesn't mind if people segregate, they're free to do so and naturally do. He wants state to STOP forcing people NOT TO segregate.

Only thing almsot correct in this post. He prefers unregulated capitalism because it produces (natural capitalistic) selection which will weed out the losers and make for a more competitive environment.
