You would WANT that, but why would them? They fought and they conquered and that brought them riches and slaves to make their life easier.They understood that nature is harsh and unfair and an enemy left alone could as well create new strategies and weapons and grow in population and use their compassion against them to murder and destroy and rape them.
The only reason is humanitarian, and you need centuries of philosophy and trust among nations to achieve that. Even in the XIX century we never had that. Even in the XX century it was in its infancy. You couldn't explain to the romans that it was in their best interest to allow Carthage to prosper and get rich and make alliances.
