I don't believe so, no. The collection of data is just data. But when that data is used to make decisions and implement them in the world and judge them using senses over time I believe it sort of becomes like a self-assembling stool. It stands upright and learns what is good for itself and what is bad for itself. Like an infant.

There are some big words in there like "judge" and "decision" and they imply a lot going on but those are whole other discussions.
