The counter force is the combined resistance of Gaia and araya-shiki against the efforts of mages. Whatsoever conflicts with the interests of the World or Humanity is targeted by the counter force, and it is the reason why spells have limitations and require varying levels of prana in order to activate.

In the case that dire and immediate threats to the existence of Humanity arise, Araya may decide to send a Counter Guardian. Counter Guardians are similar to Heroic Spirits, but their chief objective is the preservation of Humanity, at all costs.

Aspiring sorcerers and ambitious mages may seek to circumvent the counter force by confusing it or constructing a Reality Marble where its rules have no effect. Ultimately, though, base entropy will erode any bulwark against the counter force.
