Any society that upholds the principles of marriage undermines the "pussy cartel," as a wife can't leverage her ability to choose. ESPECIALLY when it comes to arranged marriage, then the only selection mechanisms are cultural.
This is why the institution of marriage is considered misogynistic. The instinct described in the OP, verbalized often as "sex work is work" (or smthn like that idk) can't manifest in healthy societies.
Sex "scarcity" (as you might describe it) is also upheld by Men, but for different reasons. When female chastity can be depended upon you can worry less about your lizard-brain female family-members going off and trading puss for shiny rocks; this protects your authority and the integrity of your lineage. To claim that muslim women wear burkas to increase the rarity and therefore value of their sex is ridiculous.

Of course spending your day sewing, cooking, cleaning, herding children, and whatever else is a very leisurely existence. In this day and age we underestimate how much work many women had to do; they deserved credit for their very substantial contributions to a prosperous household. Of course nowadays women have nothing to do at home, which is why they've gotten jobs.
So what I'm saying is the sex cartel manifests in decadent societies where "sex work" and "open relationships" aren't taboo; it has less to do with slut-shaming as it does dispensing sex strategically.
