She's talking about Civilisation and Its Discontents. I think maybe she's confusing 'flouncy language' with 'writing about an idea'.

It's depressing because there's no real difference in intelligence between an 'intelligent' person and someone like this, it's often just a difference in attitude. Some revel in an unashamed anti-intellectualism, encountering every idea as odd and difficult, disavowing any need to engage with the world around them, and others are simply curious, open-minded and ultimately pro-intellectual, regardless of their cognitive capacity.

Question is, why are there so many more of the former than the latter at university, and why does university nowadays essentially pander to the former instead of trying to convert them into the latter?
