Which ones are the best? I only want the cream.
I read pic related, it has good characterization and some neat worldbuilding (see spoilers below), the plot is mundane. There's a little intrigue and no action, it consists of the protagonist getting roped in with lowlife women until his predicament more or less resolves itself. Then weird incest at the end.
Couple of funny things though:
Black people have been sterilized and are limited to one child per family, this is played as very tragic..
There's a civil war between the police state and college students & professors who refuse to cede the campuses. They've been living under siege in tunnels for so long that it makes them look like mole-people.

But why did the Dick explain everything at the end? I don't remember him doing the same thing in his other books. Kinda anticlimatic.
