This needs to happen on Friday evening/night when the janitor/mods are usually absent. Also, the whole things needs to start off pretty natural and stealthy to increase the chance of success. For example, start by creating 10-20 friday night threads and touhou shit, and just after the front page has been wiped then proceed to actual spam.
