You can start with any games as long as you use cheats.

Easiest level overall: Touhou 6.
Best gameplay for newbies: Touhou 8.
Easiest MODERN level: Touhou 16.
Easy gameplay: Touhou 10, Marisa B mode.
Normal level: Touhou 7, 13, or 17.
Harder than normal, Touhou 15, Point devive. (Easy or Normal)
Odd gameplay: Touhou 9 or 19.
Hard level: Touhou 11.
Hard Modern level: Touhou 12 or 18.
Lunatic mode: TOUHOU 15, LEGACY MODE.

It's going to hurt lore fag but desu, it doesn't really matter. Are you really going to watch Fairly Odd Parents or Maruko Chan from episode 1?? No, right? Similarly, in any Touhou entry, there's usually a description of who Reimu, Marisa, or any protagonist appearing in the game is. Also, every Touhou game is relatively easy for normal 1cc, so don't worry too much. Although common recommendations are th07, th08, th10, th16, and th17

Embodiment of Scarlet Devil just to get a feel for it. You don't need to 1CC it immediately.
Then Subterranean Animism for some interesting world-building and characters.
Imperishable Night would probably be a fun choice afterwards.
Legacy of Lunatic Kingdom after.
