That's what the JP release was like. SANA Edition is more of an alternative version of the game. It includes the common route from the main game and a route for Sana so if you're only interested in her you can just buy that.
Although I agree it doesn't really make sense to have it as a separate release for EOPs because it was designed that way so Japanese readers didn't have to buy the full game again just to read her route.

Lol, this is one of the few HD upgrades that actually does it correctly; for example it changes the game from 4:3 to widescreen, but instead of cropping the CGs they expanded the art to fit the rest of the screen (pic related).

Sana's route has new content produced for it (H-scenes) so if they included it in one package it would just make that cost more, rather than making Sana's route free or whatever you're implying.
