The single biggest problem with AI writing stories is lack of memory. You'd need an insane machine to make the AI remember enough tokens for an entire book's plot. A short story of a few thousand words is more doable, but even then it's pretty firmly out of reach of anything average people will have, this is how AI ends up fucking up basic stories. What's worse is that AI is more likely to become more forgetful, not less; this amount of memory is expensive and every single AI company has concrete incentive to cut the memory available to each consumer. I think what ZUN is specifically getting at is that Yuugi was one of the oni who Yukari struck the deal with to keep surface youkai out of the underground (this seems to have fallen by the wayside by this point, so she really should be allowed to leave by now) and Suika, one of her former companions, can't really be stopped since she can just turn into mist, so the deal doesn't apply to her.
