At least recently, Shiravune seems to be localizing the original title and then figuring out how to get something onto Steam, rather than localizing with Steam in mind, and works on the assumption that the player base will use the off site patch. Several titles just have routes completely removed in the Steam build, Nukitashi lists that it will have 2 hours of content on Steam and the rest (95%) in the offsite patch, and the Kuroinu Steam release might as well just be a placeholder, and none of those would have been paying attention to Valve's restrictions during the localization process.

Reiji infiltrates the academy as a substitute teacher to learn information from the students--but that's when he meets her once again.

Kuchiki Toko--his first client, the girl who asked him to search for her true self. Her manner is distinctly boyish as she remarks:

The body count continues to rise.

What should be a simple search for some lost students is starting to grow out of control.

Sergeant Uozumi, Tokisaka’s childhood friend and former coworker, asks him to investigate the murders.

Meanwhile, sitting off in a corner of the town of Hoya is Oba Girls’ Academy, the school Tokisaka’s younger sister goes to and where two students have recently disappeared under mysterious circumstances. The vice principal of this academy, Tokio Saeki, implores Tokisaka to find them.

Having taken on all three of these cases, and with Vice Principal Tokio’s approval, Tokisaka enters Oba Girls’ Academy as a teacher in order to dig up information about the students.

It’s there that he meets her again. Toko Kuchiki, the girl who asked him to look for her true self, with a voice as light and as clear as a bell and a casual way of speaking that doesn’t match it.

More and more victims turn up as the days pass, and the investigation he thought would be oh-so-easy stalls. For some reason, the number of disappearances and unidentified bodies don’t add up.

Yeah, it's honestly very frustrating to even try editing MTL. Because you can tell the MTL just doesn't make sense unless you start making shit up, actually fucking learn Japanese, or consult someone that knows Japanese to double check your end product (which at that point you might as well throw the entire edited MTL into the garbage and just get a legitimate translation). When I see results like that I don't even bother wanting to push out stuff like that for others to consume because it's absolute slop, but these ESLs don't care because they can't even fucking read English anyway. They'll slap it on manga, visual novels, just about any form of media they can attach text to, but they won't just bother spreading it as purely isolated text alone that can safely be ignored because it's MTL.
