The company has always taken player feedback on board. They realised very early on that their English-speaking players have different wants and needs to their Japanese-speaking players.

In order to answers those, they started encouraging their translators to make tweaks and changes throughout the games to make them more appealing to an English-speaking audience. This includes toning down or removing sexism, sexual harassment, and rudeness. It also includes making the player character come across as stronger, sassier, and more equal to the men she’s romancing.

Sometimes this is just modifying a line of dialogue, or tweaking a bit of narration. But other times, especially when they’re getting intimate, this can mean entirely rewriting a scene to make it work right in English.

This is the transcreation: modifying the content so that it evokes the same desired response in the new audience as it did in the original; even if it means the content itself is quite different.

Because the low-hanging fruit in the medium has already been picked. Anything that hasn't already been translated that people would actually care about reading and potentially purchase would be too costly (high licensing costs, programming hurdles, difficult/nuanced language, length, etc.). That's why localizers mostly go after <10-20 hour moege and nukige now; The things that can be done cheaply and easily are the only things left that actually makes sense to translate if you're hoping to make any kind of profit.

Having an R18 build off site has little bearings on getting approved by Steam or not. Dungeon Travelers 2 is still banned, and Chaos;Head Noah would still be banned if it hadn't gotten enough backlash. Additionally, the builds rejected by Steam for titles like Muramasa, Clover Days, Amatsutsumi, and Meteor World Actor were all ages builds, rather than because of an off site patch.

Purely all ages releases are generally in a worse situation when it comes to seeing cuts beyond H-scenes, since they usually aren't made with an off website patch in mind and thus any cuts end up making it into the only build.
