Touhou became popular because of the music, those music videos for early IOSYS songs and Bad Apple are the ones with most views, which then lead to the characters getting popular (see: Flandre).

ironically Kancolle and Granblue are the ones that everyone and their mom actually likes for their gameplay since even the artists can't stop tweeting in-game screenshots every nanosecond. unlike Touhou there's very little skill necessary to play those, not to mention they last way longer and aren't just a 7-stage bullet hell.

Contrary to what you might think, most people prefer casual things than bullet hells in terms of gameplay, especially Japan. The addictive nature of Kancolle and Granblue is what lead to their popularity, the fanart is a byproduct.
