The Buddhist heaven is a lot like a rich American suburban city. In spirit, I mean.

First, it's a location like any other. You're born in it, and you die in it after one or two aeons. But when you're born in Buddhist heaven, you're automatically a super godly being with super powers, countless servants, some godly palace, a very cool car, and no expectations except lazing all your life, drinking ambrosia and what not.

Tenshi is simply the rebellious girl you find in rich suburbs. 'You don't care about me Daddy! I'm leaving!', 'Let me do what I want with my life!', 'Look at my new boyfriend, he's a hobo from Mexico, isn't he cool?'.

She tried to have her own place in the Hakurei shrine, but it was destroyed by Yukari. She still leaves heaven ocassionally, I mean, you can see her doing cameos in festivals in the manga, and also that article about her going to the human village. Like it was said before she probably likes the easy life there, she just thinks is boring.

Also in some Jewish and Christian writings there are multiple heavens. Or heaven is multilayered or something. In one of his letters I think Paul says something about "being swept up to the third heaven."
