It should say a lot about just how powerful you have to be to be one of those judges. Of course, given ZUN admits the Watatsuki sisters are far too powerful on their own to be in the games (he says you need to be able to beat the bosses in the first place), it makes you wonder if they're actually stronger than Eiki, and by extension, every single one of Gensokyo's youkai. There's a lot more that ZUN hasn't touched on yet, but hopefully with enough new written works he can plug some of the more prominent gaps.

The context in which this was said was so that it could mean that, or it meant that not even Yukari could handle Shiki's lecture.

Besides, It's pretty obvious the ammount of power shiki has. She's vastly limited in which she can only judge souls. You need to separate those from the body first.

It really goes beyond me why /jp/ considers both Yuuka (NOT pc98) and Shiki to be among the most powerful characters.

I think it's probably the absoluteness that power implies. All things, possibly barring the Hourai, come to an end and die, and it is Shikieiki's duty to see each of their souls, examine their lives and weigh the extent of their sins, before sending them on to their next life. To be a judge of the soul implies an enormous power over it, even if left unexercised during life. The soul is the only part of someone that matters after death, and the most important thing in life.

Her power-level doesn't really enter into it, I don't think. She might be powerful, or she might not be, because either way she doesn't exercise it beyond her duty.

And, if the Hourai's power really is absolute, there's not exactly anything she can do about it. She does send Shinigami out periodically to test hermits, mind you, so she does disapprove at least on a certain level.

There are different sorts of hell. Probably.
Sending someone who quit halfway to limbo would accomplish nothing. They'd go through the cycle of reincarnation once more and the same thing would happen. It's possible that something in their new like would change their nature, but Yamas don't like relying on happenstance to create souls worthy of heaven.

They go to purgatory, that's not limbo. Basically they are paying for their sins but still moving towards heaven.
Unlike hell, where you're stuck there, in purgatory you suffer, but you can still enter heaven if you make it all the way through. And supposedly you can't go downwards, only upwards.

I said that cause someone above commented about Catholics and limbo. I was just following that line of thinking, since the "limbo" in catholic teachings is more of a temporary state for people who have committed sins but redeemed themselves in the eyes of god and unbaptized babies.
In other words, it is much like purgatory where people souls essentially purify themselves of their sins to gain access to heaven. The main difference being that purgatory is part of the their beliefs where else limbo arose as more of a "so what happens to all the OTHER people?" (ie. unbaptized babies) question that came about later on.
