Those 4, along with Alice, are at least on the same level as Marisa, who for some reason was put in high tier. In fact, I'd go as far as to say that they're probably more powerful than her. Marisa would be a lot stronger if she would just hurry up and become a youkai. Chen, unless she's near Ran, has been shown to not be very threatening in the least. Hina is just insignificant in general.
