Because there's already a simple, commonplace standard for quoting. It goes back decades to email, mailing lists and newsgroups, and has even made its way into many internet standards and RFCs.

It looks like this:

The text boards have BBCode.
The image boards have [spoiler], [code], [math] and [eqn].
