Neutral because she is concerned about the balance in Gensokyo since its her job. even though she exterminates youkai, she doesnt seem completly dedicated as a paladin vs evil for example

the thing is, its hard to see touhous as good, aside from some exeptions, since they all aim to fulfill their own needs, desires, etc.

Reimu is at the same time Chaotic Good since her job is to keep the balance in Gensokyo,
and Chaotic Neutral because, she fights everything in her way to reach her 'own' goals as she does in mountain of faith.
