If you try to evaluate powerlevels of Touhou characters and/or rank them, you are a massive faggot.
I don't understand why you powerlevel obsessed secondaries do this.

The idea of powerlevel as we know it was nonexistant until the arrival of teenage fans because of modern media (tv, internet). Usually, in ancient stories certain god defeated the other using tricks, alliances and so. Rarelly the battle was about sheer power or technique.

Measuring touhou's skills are pretty fun by in the end you should never take it seriously. THere are many unexplained things and some comparisons are really hard to tell. For example, how can you know how powerful is Keine, or Yuugi? If the Watatsuki sisters are much more powerful than any living being on Gensokyo, why do people say that Yukari is the most powerful? ZUN never intended Touhou to be a dick measuring contest. Some characters powers don't even make any sense, like Yuugi's. If you take Yuugi's skill seriously, she would be the most overpowered character of the series. But you shouldn't. And besides, they fight with danmaku, why would you give a single shit?
